| Abstract | The UV Express service on the Guiguinto—San Fernando route is the sole transportation service available to commuters on that route. Regulatory pressures of the PUV Modernization Program necessitate research on profitability and sustainability of paratransit modes, such as UV Express. This study investigated whether UV Express operations in the Guiguinto-San Fernando route are profitable and sustainable. The study aimed to: (1) determine whether UV Express operations in the said route are profitable for drivers and operators; (2) determine whether the same is cost-efficient for passengers; and (3) assess the sustainability practices of UV Express operations through its economic, social, and environmental dimensions. The study used the Theory of the Firm, the Theory of Consumer Behavior, and the Triple Bottom Line sustainability framework. The data needed for the study were collected through physical surveys and an interview with UV Express drivers and/or operators, and digital and physical surveys for passengers. The study found that UV Express operations in the route are profitable and sustainable (assuming normal market conditions) and may be improved by shifting to a 22-seater Class 1 Modern PUV. The findings also showed that drivers and/or operators, and passengers are satisfied producers and consumers of the service, respectively. The study concludes that UV Express operations within the Guiguinto-San Fernando route are economically profitable, socially sustainable, and environmentally improved in terms of emissions intensity per passenger-kilometer. The study recommends ticketing and discount expense distribution systems, PUVMP government support mechanisms, and further research on EVs and TNVS vis-à-vis public transportation. |
